Job Summary:

Serves as a lead technician and office manager under the general supervision of a Resident Engineer. Performing highly technical activities on highway construction projects, including highway, electrical, freeway management system, and landscape construction contract administration.

Job Duties:

Responsible for timekeeping administration; finance, purchasing and monthly bill paying. Provides direct supervision and training to assigned staff. Manages operational logistics including facility and fleet maintenance; and correspondence, communications, research and scheduling. Ensures that all applicable policies, procedures, rules, and statutes are followed. Review technical problems and develop procedures and recommendation for resolution of issues.

Review and/or prepare contract documents related to force account. change orders. supplemental agreement, subcontracts, and financial documentation for current and completed projects. Review construction plans, specifications and documentation to ensure compliance with federal, state and local requirements. Responsible for all administrative duties delegated by the Resident Engineer, including responding to inquires from co-workers, contractors, the public and other stakeholders. May drive a state vehicle in the course and scope of state business.

Review and verify contractor pay quantifies before downloading into CPE program. Review completed work and provide training, coaching and guidance to pears and lower level employees. Initiate or assist In writing supplemental agreements (change orders or force accounts).

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
*Methods, procedures and techniques used in highway construction contract administrations
*Federal and state statues and agency standards, policies, and procedures applicable to the area(s) of assignment
*Project documentation methods. procedures. and techniques
*Materials and equipment used for highway construction purposes
*Basic and advanced mathematical calculation including geometry and trigonometry
*In-house Software applications such as Construction Progress Estimate (CPE), Contract card, Supplemental Agreement Tracking System (SATS), PEN Program LCP Tracker, Partnering Evaluation Program (PEP), ProcureAZ, HRIS, Microsoft applications including Excel, Outlook, Word and Access.

Skill in:
*Operation computer and office equipment to process project documentation
*Analyze and evaluate technical engineering data, including construction plans, material quality control test results and field survey documentation
*Interpret and implement standards, policies, procedures, and regulations, applicable to the area of assignment
*Interpersonal relations, as applied to contracts with contractors, consultants and other government employees
*Verbal and written communications

Ability to:
*Multi-task; Complete assignments to acceptable standards of accuracy and timeliness/meet strict deadlines.
*Take direction from multiple lead workers.
*Coach and train others.
*Safely drive a full-size pickup truck on-and-off road.
*Work outdoors for extended time, exposed to extreme heal, cold, dust and noise, near high-speed traffic.

Selective Preference(s):

Construction Contract Administration with journey-level experience as a senior-level technician, performing administrative or advanced engineering and construction records maintenance and related duties.

And/or a Bachelor's degree In engineering or closely related curriculum may substitute for the required.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
