Job Summary:

This position provides leadership, management, supervision, oversight and support to District personnel; serving as a liaison to local, state and federal agencies, and other interested stakeholders including addressing complaints, issues, and the needs of the public; preparing recommendations for the DE for the 5-year Construction Program; preparing a variety of technical & administrative reports and correspondence; serving on behalf of the DE on an assigned or as necessary basis; providing support & leadership for the administration & management of multiple highly-complex, sensitive projects; managing highway maintenance operations; providing technical support for the highway development program from inception through scoping & design; managing district level efforts related to collecting and evaluating data relating to traffic problems; assisting the DE in strategic planning to meet the districts long-range needs for highway improvements; coordinating efforts with other district leaders to ensure project development, maintenance, construction, traffic activities and permits are balanced & comprehensive; making contract decisions with regard to encumbering millions of dollars of State and Federal funds; administering and assuming control over large incidents and determining the safety of the transportation system; ensuring that issued permits meet all applicable standards and comply with all applicable policies, statues , and codes. Job Duties:

Provides leadership, coaching, guidance and ensures compliance of the District personnel. Develop budgets, authorizes expenditures, and signs financial documentation for the district.

Serves as an agency liaison for the District and ADOT; representing the agency in meetings with local governments, private and corporate stakeholders, internal and external committees; responding to written and verbal inquiries including preparation of sensitive correspondence working with ADOT management and elected officials regarding operations, construction and development issues.

Analyze and prepare reports that affect the entire ADOT operational organization.

Provides technical support to the District Engineer, Construction Resident Engineers, Development Engineer, Regional Traffic Engineer, Permits Staff, and Operations staff for problem resolution in the areas of District operations, maintenance, and administration.

Work with Construction, operations, and other district groups and personnel to analyze and facilitate the accomplishment of the 5 year plan including input on recommended projects and improvement. Furthermore, make recommendations for additions and changes to the District Minor and pavement preservation 3 year program.

Resolve problems with difficult encroachment permits on the ADOT roadway system at the development and construction levels.

Assume duties of DE, with all the authority and responsibility, in the absence of the DE.

Engineering philosophies, technical application requirements, processes and principles of the department related to Operations, Maintenance, Construction, Traffic, and Permits

Personnel and Resource Management. Ensures effective and cost-effective applications related to group activities

Administrative procedures and methods related to managing the district and leading personnel

Ensures all activities are completed in accordance with all applicable State and Federal Laws, ADOT rules, policies and procedures

Program procedures utilized within the Department

Participates in the planning process to ensure the inclusion of projects necessary for the safe and efficient operation of the State Highway System

Often will be representative for the District related to all operational concerns or as directed by the DE. Ensures the strategic plan and objectives of the department are met through the use of consensus building and teamwork

Accomplish the Districts Mission with allocated resources. Ability to implement, coach, ,mentor, and support the elements of the Arizona Management System to District Personnel

Pre-Employment Requirements:

Bachelors of Science in Civil Engineering or closely related field.

Registration as a Professional Engineer (Civil) in the State of Arizona, or must be eligible for reciprocity in Arizona.

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete page 7 and sign the Driver Form on page 8 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
