This position will be responsible for managing and leading activities for the ITS Project Development team and supervision staff within the Systems Technology Group. This position will also focus on monitoring technical reviews, developing partnerships with other agencies, and strategic planning and programming of systems technology initiatives.
The ITS Engineering Manager will provide expertise and assistance to appropriate groups within ADOT and coordinate with other agencies and stakeholders. This position will develop and implement policies and procedures within ADOT and provide guidance for compliance of rules, regulations, policies and procedures directed by State and Federal governments.

Performs design, engineering, and project management activities for major Intelligent Transportation Systems (ITS) projects and initiatives, following systems engineering process. Directs and reviews design activities of designers, consultants, and stakeholders. Prepares and monitors project schedules, budgets, allocation of resources, and contracts. Collaborates with stakeholders on development, implementation, and integration of ITS projects.
Provides leadership, coaching, and supervision to project management staff and assures Intelligent Transportation Systems (ITS) projects meet scope, schedule, and budget. Provides support during construction/implementation and system integration, effectively communicating with stakeholders throughout the project development phases. Ensure projects adhere to systems engineering process for development, integration, and validation.
Communicate, cooperate, and collaborate with representatives of other agencies, communities, consultants, contractors, stakeholders and the general public as a representative of the department. Attend meetings, training seminars, forums and national conferences as a participant and representative of the agency. May drive a State vehicle in the course and scope of State business. Perform various personnel management duties, such as coaching, training, monitoring performance, performance appraisals, scheduling and assigning workload, and approving time.
Knowledge of:
-Civil engineering principles and their application to plans, specifications and estimates.
-Traffic engineering principles.
-ITS principles, systems integration principles, and systems engineering methodology (V-diagram).
-Strong technical knowledge relative to Intelligent Transportation Systems.
-Applicable regulations, standards and specifications related to ITS.
-ADOT program management and project development processes, including but not limited to contract and procurement procedures.
-Budget and program administration.
-Project management methodologies and techniques.
-Federal and State highway program and associated processes, applicable laws, regulations, standards and specifications related to ITS.

Have a minimum of five years of project management experience.
At least three years of supervisory experience.
Progressively responsible experience leading and managing projects and programs.
Experience with major ITS projects and experience with systems engineering approach.
BS degree in Civil Engineering, Systems Engineering, Computer Science, or related field.
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11)
Valid Arizona Driver's License.
Candidates will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date.
