Job Summary:

The purpose of this position is to promote an enhanced safety culture within the Department as well as to coordinate safety activities with outer transportation safety stakeholders within the State. This position is responsible for developing, coordinating and implementing various safety plans by federal legislation. The position is also responsible for developing and implementing a strategic safety plan for the Department. This position will lead the Department's work to address the high number of motor vehicle related fatalities in Arizona.

The position will coordinate the Department’s transportation safety initiative within the Department as well as with other State Department (Department of Public Safety, Department of Health, Governor's Office of Highway Safety), Federal agencies (Federal Highway Administration, Federal Motor Carriers Safety Administration) Local Governments and Tribal Governments.

The position will utilize a multi-disciplinary approach including engineering, education, enforcement and emergency medical services to reduce the occurrence and severity of motor vehicle related crashes. This position will perform administrative and advanced professional engineering work in planning, organizing, directing and reviewing professional and technical work conducted.

This position may be available for remote work within Arizona (2 days per week in the office/hoteling).

Job Duties:

This position will lead the development of the Strategic Highway Safety Plan (SHSP) for the State of Arizona which requires coordination with various Federal, State, Regional, Local and Tribal governmental agencies and departments as well as the public. The SHSP requires the approval from the Directors of ADOT, DPS and GOHS. The development of the SHSP is required by the Federal Statute and requires approval from the Arizona FHWA Administrator. This position is required to participate or assign staff to attend or prepare information for SHSP related meeting/report updates.

This position is responsible for developing the Department's Highway Safety Plan (HSIP) and securing Executive Management support regarding the plan. The HSP will establish Highway Safety Goals, Safety Performance Measurements and identify strategies. The measurements and goals should include frequency of severe injury and fatal crashes occurring on the State Highway System.

This position oversees the Highway Safety Improvement Program (HSIP) such that it is in accordance with other State/Federal safety programs. The HSIP is developed by the Program Manager who identifies and manages design of safety enhancement projects. These projects are primarily engineering projects that are identified based on motor vehicle crash data in accordance with 28 CFR 429.

The position determines required resources needed to implement safety projects and programs. Oversees expenditures related to reducing fatalities and severe injuries related to motor vehicle crashes. Determines needs for additional staff or consultants required to meet the Department safety goals. Oversees the administration of consultant contracts and reviews for compliance.

This position will develop and lead a Highway Safety Issues Group (HSIG) to discuss transportation safety related issues that may require the modification of business processes, standards and procedures.

This position provides consultation to the Attorney General Office, ADOT Risk Management, ADOA Risk Management regarding litigation activities and strategies to reduce liabilities.

This position provides leadership, coaching and supervision of subordinate personnel to enhance the quality of the product and services to the public. This position also initiates and monitors the training of staff to assure a competent, effectively motivated and fully knowledgeable workforce is available to provide quality products and services that are in conformance with all laws, rules, regulations and standards. May drive a vehicle in the course and scope of State Business.

Selective Preference(s):

Registration as professional engineer in the State of Arizona or eligible reciprocity.
Bachelor's degree in Civil Engineering or related field.
Experience in the field of Civil engineering or closely related field.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
