Job Summary:

The Roadway Group Manager is responsible for the administration and management of ADOT's Roadway Group in providing on-time delivery of roadway design projects and providing design technical support to consultants, Districts, contractors and maintenance groups. The Roadway Group Manager is responsible for overseeing the Design, Pre-Design, Standards, Drainage, Survey and Roadside Development technical sections and coordinates closely with other technical groups and project managers in the delivery of the 5-year transportation program. This position serves as the State Roadway Engineer and represents the Department on matters related to roadway design standards and delivery procedures.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Leads, manages, and actively supports the Performance Based Practical Design (PBPD) approach in roadway design, delivering the 5-year transportation program timely. Plans, manage and implement efficient use of available financial, technical and design resources to effectively carry out Roadway Group functions. Coach and develop employees including continuous improvement practices and principles. Prepares reports, documents, guidelines, technical memos, work orders, and standards.

Oversee the investigation of new technology, tools, and procedures. Supports the Roadway Group's leadership by participating in the Department's digital delivery initiative. Represents ADOT and the Roadway Group with various stakeholders, government entities, group leaders, consultants, contractors, and private stakeholders to discuss, inform, and resolve issues related to Roadway Engineering. Represents ADOT in roadway related litigation areas upon.

Implements policies, guidelines, procedures, and/or administrative directives from the State Engineer's Office or through Development Group
Leaders. Maintain current roadway engineering reference documents and guidance, including but not limited to revisions, or updates.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE OF:

  • Principles and practices of Roadway Civil Engineering as applied to the development, design, construction and maintenance of the State Highway System.
  • Management methods and procedures to lead a highly professional and technical team.
  • Understanding of Federal and State regulations, policies, procedures and guidelines as applicable to Design and the Project Development Process.
  • Competent in the principles of public participation, consultant and team management, and the role of a Project Manager.
  • Understanding of budget development and administration.
  • Microsoft programs, Google Workspace, and Bentley Software Applications.

SKILLS IN:

  • Oral and written communication to respond to written and verbal inquiries including the preparation of sensitive correspondence.
  • Project Management, including managing and scheduling resources for timely completion of projects.
  • Interpersonal relations and team building, including being flexible to the usage of varying leadership styles, methods and technical skills.
  • Leadership, coaching and mentorship for building effective leaders, teams and internal/external customers.
  • Researching and interpreting a wide variety of highly technical data, analyzing and designing major highway related projects.

ABILITY TO:

  •  Lead and manage resources in an effective and efficient manner, meeting project deadlines.

  • Coach and develop employees, both technically and also in continuous improvement practices and principles.
  • Professionally testify in litigation.
  • Make decisions both of a technical and non-technical nature.
  • Ensure design standards and policies for ADOT system highways are published for statewide guidance and are implemented by the staff and consultants doing design, standardizing their applications.
  • Analytic and interpretive abilities to understand and apply complex state and federal Regulations relating to highway development analyze and evaluate a wide variety of engineering data and develop and implement appropriate standards, procedures and priorities for assignments.
Selective Preference(s):
  • Education includes a BS in Civil Engineering or closely related field and various employer training courses and seminars relevant to
    position.
  • Minimum 10-15 years of demonstrated roadway design experience, including team leadership responsibilities.
Pre-Employment Requirements:

Requires registration as a Professional Engineer in Civil Engineering or closely related field. Candidates will be required to meet
registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6
months of employment start date.

A valid driver's license is required if the incumbent is to be an authorized state driver. - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
