Job Summary:

Prepare contract documents for complex heavy highway construction projects and other transportation related projects as needed. Assure that assigned projects adhere to project requirements including coordination activities and project schedules. Evaluate and prioritize assignments and expedite critical projects. Review plans, specifications, and estimates for complex highway construction projects. Estimate construction costs and contract time for complex highway projects. Assure that all projects are constructible, biddable, and awardable. Research and write special provisions. Participate in decision making with engineers and designers to resolve document inconsistencies, errors, conflicts and missing information. Work with State Agency personnel, FHWA officials, local agency representatives and consultant engineers to acquire information to finalize highway projects for approval, advertisement and construction. Participate in identifying process improvements. Act as a lead in absence of supervisor. Assist supervisor with training of new staff and Ells in their rotation in the Contracts & Specifications Section.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Review plans, specifications, and bid schedules on complex projects to make sure they are constructible, biddable, and awardable.

Estimate costs of construction projects during the development process to confirm the adequacy of a project budget. In addition, the estimate will be used to determine a reasonable value for the advertised work.

Prepare research and write special provisions to address specific needs that are not covered in the Standard Specification.

Work with the State Agency personnel. FWHA officials, Local Agency representatives and consultant engineers to acquire information to finalize highway projects for approval, advertisement and construction. Prepare construction bidding documents and assemble contract documents.

Evaluate and prioritize assignments, expedite critical projects. Assist supervisor with training of new staff and Ells during their rotation in C&S. Act as a lead in the absence of a supervisor.

May drive a state vehicle in the course and scope of state business.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
- Principles and practices of civil engineering
- Highway construction
- Computational and adjustment factors to be applied in the review and analysis of engineering data related to the area of assignment
- Computer programs available for use within the work unit, e.g., MS Word and Excel applications
- Federal and State Statutes and Agency Standards, Policies, and Procedures applicable to the area of assignment

Skill:

- Oral and written communication
- Organizing and prioritizing work assignments
- Researching, reading and interpreting a variety of technical engineering documents such as survey data, highway plans an computer printouts
- Analyzing and evaluating a wide variety of engineering data
- Google Suite (G Suite) programs

Ability:

- Recognize potential problems and resolve them
- Estimate complex heavy construction projects
- Write complex highway construction specifications and special provisions.
- Demonstrate awareness of the impact of incomplete or misleading specifications.

Selective Preference(s):

Bachelor of Science Degree in Civil Engineering plus 5 years experience in Civil Engineering.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration or eligible for reciprocity.
