Job Summary:

Under the general direction of the Pavement Design Section Manager, this role manages and directs an in-house pavement design team. Principal responsibilities include preparing or overseeing pavement designs for all ADOT Pavement Preservation and other State & Federally funded projects (including new construction) listed in the ADOT Five Year Highway Construction Program. This involves designing flexible and rubberized asphaltic concrete, Portland Cement Concrete Pavement (PCCP), and authoring Materials Design Reports utilizing ADOT's current methods and the PaveME Design process. Duties also include commenting on Local Public Agency (LPA), reviewing consultant-designed projects, and handling rest area, state park, Port of Entry, and emergency repair/maintenance projects. This position provides consultative services to all ADOT Districts and participates in all Technical Advisory Committee meetings related to pavement designs.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Supervises, leads, and mentors a team of Pavement Design staff in technical, professional, and personnel areas. This includes managing and reviewing the team's design work to ensure the goals of the project and Department are met and the design incorporates the latest design standards, specifications, and Performance Based Practical Design guidelines. Prepare pavement design reports, pavement design summaries, specifications, special provisions, and associated cost estimates for Construction projects. Will utilize current ADOT and AASHTO design tools, modeling software, requirements and standard processes and practices. Will review and comment on all LPA projects and other project reviews.

Develop, coordinate, and represent ADOT's Pavement Design Section concerning pavement designs, analysis, and recommendations, regarding project scoping documents and construction projects. Act as technical expert in providing pavement materials to various ADOT personnel, FHWA, LPAs, materials suppliers, and contractors. This includes attending various meetings and conferences. Provides technical expertise at project site reviews, project related meetings, partnering workshops, and issue resolution meetings.

Conducts research on various technically difficult materials issues in order to provide support to the ADOT Districts. Performs, writes up, and presents finding of special materials studies need for new policies, procedures, or specifications, or to investigate material failure. Initiates, writes, and reviews Pavement Design policies, procedures, and construction contract specifications. This function may be self-directed or as directed by the Pavement Design Section Manager.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE OF:

  • Principles and practices of civil engineering as applied to the development, design, construction, and maintenance of the State highway system. Including pavement design, computer applications, soils, soils mechanics, highway construction materials, and geotechnical engineering principles.
  • Various pavement design methodologies including design and use of concrete pavement, asphalt and rubberized pavement, mechanistic empirical design methods, SODA rehabilitation methodology, ADOT and AASHTO design methodology.
  • Federal and State regulations, policies, procedures, design standards, and guidelines for road and pavement design.


SKILL IN:

  • Evaluating and analyzing a wide variety of complex materials engineering data and reports.
  • Managing, planning, and organizing work and resources, negotiating and achieving consensus within a team environment.
  • Leadership and employee relationships, listening and problem solving.-Researching and interpreting a wide variety of highly technical data and analyzing and designing major highway pavement related projects.
  • Implementing, supporting, and promoting ADOT procedures and policies.
  • Personnel management, mentoring, training, supervising, and developing roadway designers and engineers.


ABILITY TO:

  • Develop, organize, and maintaining an efficient and effective team.
  • Manage a number of tasks or assignments simultaneously.
  • Effectively communicate in written and verbal form.
  • Conduct meetings and make presentations to a variety of audiences.
  • Interpret and apply documented guidelines and standards for the design and construction of roadway infrastructure.
  • Develop design documentation, earthwork and quantity reports, and cost estimates.
  • Exercise considerable judgement when dealing with non-routine situations.
  • Use complex computer software programs to input, review, and perform analysis of test data and results.
  • Coach and develop employees, including continuous improvement practices and principles.
Selective Preference(s):

Education includes a BS in Civil Engineering or closely related field. Various employer training courses and seminars relevant to the position. Demonstrated progression in management and supervisory responsibilities. A minimum 5-10 years experience in civil engineering highway and roadway, pavement, and material design and analysis.

Pre-Employment Requirements:

Arizona PE Licensure is required for this position. A candidate who holds an active PE in another state will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date.
