Manages/supervises assists Senior Resident Engineer on highly complex construction projects. Work Involves engineering analysis, highway or structures design, traffic engineering, maintenance, or construction of administrative units or function; acts as one of the small number of technical staff experts in professional engineering consultants with special knowledge of applications in engineering practices, represents the agency before a public setting.

Provide engineering and technical direction for the administration of less complex construction projects or assists senior resident engineer on multiple highly complex construction contracts (design, construction and maintenance of transportation projects), to ensure work is performed in a manner that provides a functional, durable project that meets design intent at a reasonable cost.
Initiate procedures that will provide monitoring of project processes for contractor payment, quantity documentation labor compliance, training requirements and affirmative action. Assist senior resident engineer with project scope, designs and development representing the best interest of the state in project development meetings and other meetings related to the ADOT state highway system.
Provides administrative management duties including personnel management, MAP evaluations, discipline, hiring authority and other administrative duties as required. Coordinate construction activities with federal, state, local and private entities to assure conflicts are minimized and the public is well served. Initiate communication with all affected stakeholders an matters that affect them with the purpose of keeping harmonious relationships. Provides leadership, coaching and supervision of subordinate personnel to enhance the quality of the product, service to the customer and assure compliance with all applicable plans, specifications, rules, requirements and related contracted documents.
May operate a state vehicle. Initiate and monitor training of subordinate personnel to assure competent, effective, motivated and fully knowledgeable workforce is available to provide quality products in conformance with all laws, rules, regulations and in compliance standards.
Knowledge of:
-Knowledge of principles and practices of civil engineering as applied to design, development, construction and maintenance of the state highway system.
-Knowledge of Federal and State statutes, agency standards, regulations, policies and procedures.
-Knowledge in safety practices, public relations, procedures and techniques utilized in management of assigned resources.

Bachelor of Science in Civil Engineering
3-5 years of work related experience in a technical level staff position involving engineering analysis and highway construction.
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Valid Driver's License
A valid Arizona PE is required for this position. A candidate who holds an active PE in another state will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date.
