The utility coordinator is responsible for clearing the right-of-way of utility conflicts in advance of highway improvement construction. In cooperation with utility and railroad companies, the coordinator will review and analyze plans for potential conflicts, determine appropriate mitigation measures, attempt to minimize costs associated with conflicts, investigate prior rights, approve relocation plans, prepare agreements for reimbursable expenses, approve payments associated with these agreements and issue the utility clearance letter.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Must be available to work in the office full time for the first six (6) months.

Coordinate with utilities and project stakeholders. Prepare correspondence, attend coordination meetings, distribute plans. Determine if utility facilities are in conflict with proposed construction activity. Attend or conduct field engineering inspections or reviews of project site. Prepare or review request for utility designating and locating services. Furnish utility entities with project plans at all states of project development. Provide technical guidance to project team; and appropriate mitigation measures to resolve utility conflicts. Perform engineering review of utility company relocation plans and specifications. Work with environmental, right of way and permit sections to identify, monitor and mitigate environmental and right of way impacts.
Investigate prior rights by evaluating project and utility company land documentation as they relate to land rights, Investigate county maps, title reports, right of way plans and other property plans and legal descriptions, Ascertain prior land right status, resolve the financial responsibilities for relocations, validating reimbursement for relocation costs as appropriate. Prepare, review and process utility agreement contracts. Approve scope of work. Review utility relocation plans and permits for compliance with engineering and safety requirements, both State and Federal, and approve permit relocation plans. Approve schedule of work. Review and validate cost estimates and invoices. Approve costs and process payments.
Assist in the development of project critical path method schedules. Assure utility related activities are included towards completing assigned work before the project bid advertisement date. Report on scheduled work tasks completed. Assure project elements are delivered at each design stage within the time frame established by the project team. Prepare and issue project Utility Clearance Letter with special provisions authorizing project construction bidding. Assure that specials clearly identify the status of utility facilities or relocation work. Monitor utility relocation activities before and during project construction Attend partnering and PreCon meetings. perform project site visits as needed. May drive a state vehicle in the course of of state business.

Two years experience equivalent to a Transportation Engineering Associate; or completion of the Arizona Department of Transportation Engineer-in-Training (E.I.T.) program; or three years experience equivalent to either a Senior Transportation Engineering Technician, or Highway Maintenance Supervisor.
