Job Summary:

This position, under the supervision of the Level of Service (LOS) Supervisor is responsible for data collection, highway and traffic feature condition assessments, conducts LOS measurements, updates inventory conditions, reviews and analyzes feature data related to work program evaluation and projects. The position provides support of special projects, research, investigates inquires, and is responsible for preparing and reviewing documentation and written reports related to LOS. The position provides support to statewide Feature Inventory System (FIS) through collections, reviews and support of work program evaluations and projections. This position is critical to the centralization of the LOS/FIS data collection effort to ensure consistency statewide and improve the data quality required for the Needs Based Budget Model. The position requires extensive statewide overnight travel and considerable outdoor work involving the traversing of various types of terrain under varying weather conditions.

Job Duties:
  • Conducts Level Of Service (LOS) measurements statewide and is responsible for the data quality assurance. This action will require continuous statewide travel.

  • Analyze Level of Service (LOS) data in support of the needs-based budget allocation model used in allocating the maintenance budget to areas within the IDO and TSM&O divisions.

  • Collect data, implement and evaluate statewide Feature Inventory System (FIS). This action will require continuous statewide travel.

  • Analyze Feature Inventory System (FIS) data, coordinate with the districts/regions, and create reports that are required for the execution of projects funded by the Special Line Item (SLI) budget appropriated by the legislature. These projects are related to repairs of drainage structures and cattle guards statewide.
Knowledge, Skills & Abilities (KSAs):

Knowledge in

  • Concepts of program planning
  • Computer programs available for use within the unit
  • Level of Service (LOS) computer equipment and software
  • Federal and State statutes and agency standards, policies and procedures
  • State highway system and organization of the maintenance and traffic functions within ADOT and Maintenance Management Systems

Ability in

  • Organizing and prioritizing work assignments, researching, reading, evaluating and interpreting a variety of technical documents
  • Oral and written communications
  • Analyzing and evaluation of various data

  • Travel extensively statewide, overnight (2-3 nights per week; 2-3 weeks per month)

  • Experience with a work management system
