The Governor’s Office of Resiliency seeks a skilled and culturally fluent Tribal Engagement Manager to manage the Solar for All Arizonans (SFA AZ) Tribal Program to assist with government-to-government consultation and grant implementation between the Governor’s Office of Resiliency and the 22 federally-recognized Tribal Nations in Arizona.
Solar for All Arizonans is a transformational opportunity to bring the benefits of Arizona’s abundant solar resources to low-income and disadvantaged communities, including Tribal communities. Backed by more than $150 million in funding from the U.S. Environmental Protection Agency, the initiative will deliver approximately 61 megawatts (MW) of new solar capacity in communities throughout Arizona.
Arizona’s SFA AZ program will use four primary strategies to ensure equitable deployment:
1. Launch the state’s first neighborhood solar program, ensuring renters and households in multifamily units enjoy the benefits of solar.
2. Pilot a solar-plus-storage resilience program to electrify rural and Tribal communities without access to reliable electricity.
3. Expand rooftop solar ownership through low- and no-interest financing for eligible households throughout the state.
4. Workforce development program to establish a skilled, local workforce pipeline.
Tribal governments, utilities, energy developers, and members living in Indian Country face unique, multi-faceted challenges in providing, building, and accessing affordable and reliable electricity.
The Solar for All Arizonans (SFA AZ) Tribal Program Manager will ensure SFA AZ addresses these challenges and that Tribal sovereignty, rights, and consultation requirements are fully respected throughout all phases of program development and implementation.
The Tribal Engagement Manager will:
• Work closely with other Office of Resiliency staff such as Efficiency Arizona program managers to ensure SFA AZ funds achieve maximum impact for Arizona households
• Along with the Governor’s Office of Tribal Relations, facilitate formal government-to-government Tribal consultation in accordance with state and federal Tribal consultation policies, including Executive Order 13175, Arizona Revised Statutes (Title 41-2051), and applicable intergovernmental agreements
• Collaborate with Tribal governments to co-develop opportunities for participation in SFA AZ strategies, as well as Efficiency Arizona, and other OOR programs
• Ensure that all SFA AZ program activities comply with Tribal consultation protocols, environmental justice standards, and cultural preservation requirements
• Establish and maintain respectful, reciprocal relationships with Tribal leadership, Tribal staff, energy departments, and community members
• Through formal consultations and informal listening and working sessions, identify and solve for the unique challenges and needs of Tribal communities in accessing and implementing SFA AZ
• Work closely with SFA AZ grant program managers and coordinators to develop and implement the SFA AZ program
• Track and document consultation efforts and outcomes in accordance with federal and state reporting requirements
• Develop culturally responsive materials, briefings, and updates for Tribal audiences
• Bachelor’s degree in Tribal Governance, Public Policy, Environmental Studies, Energy, or related field (Master’s or equivalent lived/professional experience preferred)
• Familiarity with federal grant programs related to land use and Tribal governments and lands; experience managing federal grant programs for Tribes preferred
• Understanding of environmental permitting, NEPA, energy development, and land-use processes in Indian Country
• Strong interpersonal, communication, and facilitation skills in multicultural, intergovernmental settings
• Demonstrated experience facilitating or supporting Tribal consultation with state or federal agencies
• Deep understanding of Tribal sovereignty, governance, and consultation rights
• Ability to travel frequently throughout Arizona and work flexible hours
• Experience working with or for Tribal Nations in Arizona
• Knowledge of Tribal energy policy or planning and/or distributed renewable energy deployment on Tribal lands
• Knowledge of Solar for All program requirements
Examples of related degrees:
Tribal Governance, economics, political science, public policy, public administration, business, planning, or other social sciences.
• Ability to maintain a clean driving record; Ability to pass a background check performed by Arizona Department of Public Safety
• Ability to possess and maintain a valid Arizona Driver's License and operate a motor vehicle
