Job Summary:

This position will work under the direction of the Administrative Services officer and will support the GIS/database, administrative and technical teams within the Adjudications Section. The position will help the Department provide support to the Arizona General Stream Adjudication Courts as described in the Arizona Revised Statutes 45-256(A).

This position will assist entering and maintaining data in multiple databases, researching paper documents and records related to water right claims and investigations, reviewing electronic and paper maps, and providing other support for the ADWR Adjudications Program.

The Adjudications Program is tasked with providing technical and administrative support for the adjudication through the investigations of claims for water rights and preparation of technical reports. The program maintains databases of claimant information and the wide variety of data and records.

Job Duties:

This position is responsible:

  • Processing statements of claim and related documents.
  • Ensuring adherence of statements of claim and related documents to Department policies, rules and procedures and state and federal statutes and rules.
  • Assist with improvement of Adjudications processes.
  • Assisting the development and maintenance of Department databases and in the development, maintenance, updating, imaging and preserving of Department records and the improvement of those processes.
  • Researching, compiling, analyzing, interpreting, and integrating water resources management data from a variety of sources and other areas including, but not limited to, field measurements, calculations, observations and evaluation of historical records, maps, deeds, aerial photographs, remotely sensed data output, water management databases.
  • Providing accurate and efficient customer service to all entities both public and private; and for the handling and accounting of state funds.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • The nature and occurrence of surface water and groundwater, specifically as it related to the hydrology of Arizona.
  • Information sources, research methods and techniques utilized in water resources management, especially as related to Arizona.
  • State and Department policies, procedures and statutes to be used to achieve the goals, objectives, timelines and quality of results expected for the adjudications program.
  • Database systems and record keeping processes.
  • Standard office software tools: word processing, spreadsheets and others.
  • GIS or other electronic mapping functionality and uses.

Skills in:

  • Problem solving, process improvement and lean practices.
  • Verbal and written communication.
  • Data management.
  • Records management.
  • Customer service for internal and external customers.

Ability to:

  • Research, compile, analyze, interpret and integrate water resources management data.
  • Interpret and explain complex data, information and processes, including Department policies, rules and procedures and State and Federal statutes and rules.

  • Handle multiple projects simultaneously.
  • Handle state funds in the proper manner.
  • Establish and maintain effective working relationships with agency staff, governmental officials and the public.
  • Identify opportunities for improvement and design solutions.

Retirement:

Positions in this classification participate in the Arizona State Retirement system (ASRS).  Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.41%
