Job Summary:

The primary responsibility of this position is to lead AMA staff in coordination of annual report generation and mailing; coordination of annual report intake and processing; and preparing notices for failure to file. Collaborates in the Municipal, Industrial, and Agricultural conservation programs under the Active Management Areas (AMA) Section; collaborates with entering, reviewing and verifying data from Annual Water Withdrawal & Use Reports; developing an accurate understanding of applicable laws, rules, statutes, policies, and procedures in use by ADWR.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. A minimum of two days on-site at the ADWR office per week is required.

Job Duties:

Responsibilities may include but are not limited to:

Leading the process of Annual Water Withdrawal & Use Report data entry; assisting in the compilation of numeric and non-numeric data from the AMA programs to fill public records requests; collaborating with data transparency initiatives, including data dashboards; Data analysis and visualization; and with the annual compilation of statewide water-use numbers.

Responsibilities also include developing an in-depth knowledge of Annual Reporting manual, timelines, FAQ and providing training to AMA staff on these processes and streamlining. Responsible for creating Power Bl analytics and dashboards for the AMA programs. Additionally, this position is responsible for collaborating with the Salesforce team to guarantee all annual reporting requirements are met i.e. all right types are being filed with the necessary schedules, improving customer experience within the Salesforce Platform, ensuring compliance with legal regarding reporting requirements, fulfilling data requests and creating dashboards relevant to the public and stakeholders.

Responsibilities include mentoring and managing interns, helping hire, onboard, and train the annual reporting interns. Coordinates between different sections Recharge, ITD, AAWS, Wells, Legal, Surface Water, Colorado River and Hydrology to discuss potential water use data issues and encourage support/better cohesion between programs.

Other duties related to the AMA programs and processes may be assigned as needed.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • The Agricultural Conservation Program, as described in the Chapter 4 of the Management Plans
  • Groundwater Code, especially pertaining to groundwater rights and permits and annual reporting requirements
  • Environmental; social, and economic aspects of water supply and utilization
  • Current concepts and practices in water resource management and conservation
  • Water supplies and their respective regulatory frameworks in Arizona, including groundwater, surface water, Colorado River water, and effluent
  • Statewide water resource management issues
  • Current laws and regulations regarding water supply and utilization in Arizona
  • Statewide water resource management issues
  • Information sources and research methods and techniques utilized in water resources management.
  • Experience with Power Bl and Salesforce
  • Principles of effective communication and relationship management with applicants, stakeholders, and the public.

  • Work accurately and maintain attention to detail under deadlines or during high-volume periods.
  • Apply research methods and techniques to gather and verify information used in water resources management.
  • Communicate complex technical information in a concise and easy to understand format
Selective Preference(s):

 

Pre-Employment Requirements:

Seven (7) years of professional level water resource management experience OR Bachelor’s degree and five (5) years OR Master’s degree and three (3) years OR PhD and one (1) year.

Retirement:

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.00%.
