Job Summary:

This position serves as a key team member of the Recharge group, which is in a fast-paced, team-oriented environment. The person in this position is responsible for a variety of tasks including permit application reviews, issuance and transfers of Long-Term Storage Credits, review of annual reports, facility inspections, and database management. Responsible for coordinating with both internal staff and external customers on a regular basis. The position is regularly responsible for multitasking on a variety of complex and time sensitive projects.

Additionally, this position regularly required to take initiative by organizing the extensive review of substantial applications by analyzing and applying statutory regulations and coordinating with other staff members. Position works with the Recharge team to make recommendations on applications to the Recharge Manager and to the Director of ADWR.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Responsibilities include:

  • File manager for water storage and underground storage facility applications received by the program. Independently responsible for conducting review of application for technical capability, financial capability and legal access. Advise applicants on application strategies, regulatory requirements, and technical needs. Coordinates additional reviews by hydrologist and modeler and directs all correspondence with applicant.
  • Responsible for reviewing and processing Long-Term Storage Credit transfers. Conducts all transfer intake procedures and communicates with buyers and sellers concerning account deficiencies or missing information. Conducts database management for all transfers in all accounts.
  • Deposits fees for transfers. Updates all Long-Term Storage Account balances on a monthly basis.
  • Responsible for scheduling, organizing, conducting and reporting on pre-recharge inspections for newly permitted facilities. Coordinates with applicants and Recharge staff to inspect all facility components using GPS, photographs and physical assessment to compare facility with required components in facility permit. Works with Recharge staff to evaluate this information and written detail report inspection.
  • Recharge team lead for online database management through docushare and standard work development. Directs a major restructure of docushare database to be a more user friendly and beneficial tool for staff and customers.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Arizona Revised Statutes governing recharge and replenishment procedures, and the accrual and recovery of credits.
  • Underground storage facility and water storage permit application and conveyance guides
  • Basic understanding of hydrology and modeling principles
  • Experience using ArcMap for the purpose of projecting area of impact.
  • Experience using web develop tools and coding for webpage management.

Skills in:

  • Microsoft Office Suite - Access, Excel, Word, PowerPoint
  • Various department database management programs and tools including Time Tracking, Registry of Groundwater Rights, Recharge Database, etc.
  • ESRI mapping software - ArcGIS/Arcview/ Arcmap mapping tools
  • Website design and coding using Drupal web server.
  • Data entry and data analysis performance.
  • Visio diagramming software
  • Problem solving and process improvement

Ability to:

  • Multitask and manage simultaneous licensing time frames and deadlines.
  • Prioritize work activities, set goals, be self- motivated.
  • Work with large datasets.
  • Review a variety of legal, regulatory, and technical documents related to water resources.
  • Communicate effectively with the public, in both written and oral form.
  • Coordinate projects with other ADWR staff, other governmental agencies, and the regulated public
  • Use computers to retrieve, organize, and present water resource management data.
  • Establish and maintain effective relationships with various business officials, community leaders, and the general public.
Selective Preference(s):

Prefer candidate should have experience with Water Resources Management issues. 

This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. 

Pre-Employment Requirements:

Seven years of professional level water resource management experience, or a bachelor's degree and five years of related experience, or a master's degree and three years of experience, or a Ph.D and one year of experience.

Retirement:

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.29%.
