This position supports functions of the AWBA related to policy implementation, water planning, and data analysis including activities related to Colorado River shortages.
The responsibilities of this position include preparing technical reports; compiling data; assisting in developing recommendations for AWBA policies and procedures; and collaborating with federal and state agencies, municipal corporations, Tribal communities, and public and private sectors on matters pertaining to AWBA operations.
The individual in this position is expected to develop a comprehensive understanding of applicable laws, statutes, rules and policies and procedures pertinent to AWBA activities, including but not limited to knowledge of Colorado River and Central Arizona Project operations, the Department of Water Resources Recharge and Recovery Program and Active Management Area Plans. Successful applicants will demonstrate an understanding of or ability to learn Arizona water policy, as well as an ability to interact with and present to Commission members and stakeholders regarding both technical and policy issues.
This position has flexibility to telework.
Responsibilities include but not limited to:
The selected candidate should have knowledge of groundwater and surface water management in the State of Arizona, Colorado River and Central Arizona Project operations, and water resource management including recharge and recovery activities. Additionally, the candidate should have knowledge of federal, state and local government regulations that affect water management practices.
Must have ability to work with minimal supervision, present and communicate complex technical and legal information in a concise and easily understood manner, and work as a team member on technical issues related to the obligations and objectives of the AWBA. Ability to coordinate group activities with representatives of ADWR, other government agencies, municipalities, and members or the public.
Must have excellent oral and written communication skills and ability to develop effective work relationships with various levels of governmental, community leaders and the public. Skills in problem solving and using computer applications to organize, analyze and interpret water resource management data. Understanding of simulation applications such as GoldSim is a plus.
This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
Candidate should have: at least seven years of professional level water resource management experience, or Bachelor’s degree and five years professional experience in water resource management, or a Master’s degree and three years professional experience in water resource management or PhD and one year experience.
