ADWR is the State coordinating agency for the National Flood Insurance Program (NFIP). In this role, ADWR serves as a liaison between FEMA and local counties, cities and towns and assists these local jurisdictions with technical assistance to comply with State and Federal floodplain management requirements, and improve their resilience against flood risks.
ADWR is seeking to fill this position at the Water Resources Specialist III level. However, an exceptional candidate may be considered for a Water Resources IV position.
The candidate selected for this position is responsible for assisting Arizona NFIP communities with their floodplain management programs, and serving as a liaison between FEMA and the NFIP communities in the State. These services will be provided under the umbrella of the annual Community Assistance Program, State Support Services Element (CAP-SSSE) grant.
A key responsibility for the selected candidate will be to serve as the coordinator for the grant and execute the program and management tasks required for the grant. The selected candidate will assist in conducting assessments of community floodplain management programs, assess their knowledge and understanding of the floodplain management requirements of the NFIP; prepare written reports for community officials and FEMA; provide updated information and training for community officials and others interested persons; assist communities in remedying identified program deficiencies and violations; and provide general technical assistance to local communities, state agencies and the public.
This position also requires some overnight travel.
The preferred candidate will have a Bachelor’s degree in Hydrology, Civil Engineering, Water Resources, Planning or closely related field, and five or more years relevant experience.
Certification as a Floodplain Manager (CFM) is preferred.
Requires knowledge of the principles and practices of federal requirements of the NFIP and state law governing floodplains and floodplain management.
This position also requires some overnight travel.
This position requires fieldwork. Candidate must be comfortable with working outdoors and traveling statewide and be able to adapt to changing conditions. Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.41%.
