Job Summary:

The Arizona Department of Administration (ADOA), within the Arizona Strategic Enterprise Technology (ASET) division, is seeking a talented Web Applications Developer to join the Digital Government Program. This pivotal role is dedicated to elevating the State’s cross-platform digital experience by developing and maintaining a robust portfolio of over 185 websites using the Drupal Content Management System. As a key member of the implementation team, you will design, configure, and test responsive, accessible websites that align with specific client requirements and modern usability standards. Beyond core development, the position involves collaborating closely with stakeholders to create visually engaging designs, providing essential technical documentation, and delivering implementation services such as style guides and customer training.

The ideal candidate will possess advanced site-building expertise, with deep familiarity in Drupal modules like CTools and Layout Builder, and a proficiency in front-end technologies including HTML5, CSS3, Sass, and JavaScript. This role demands a proactive professional who can navigate the full Software Development Lifecycle while fostering strong working relationships with IT professionals and agency leadership. You will be responsible for resolving production issues in a timely manner, participating in continuous improvement activities, and leading the State of Arizona Drupal community meetups to ensure product alignment and knowledge sharing across the enterprise. This is an uncovered, professional-level position that offers the opportunity to drive results for large-scale enterprise solutions while ensuring the highest standards of digital accessibility and information architecture.

Job Duties:
  • Application Development and Maintenance: Develop and maintain a portfolio of over 185 websites and applications. Support the core product through platform expansion and site-specific development as part of the implementation team.
  • System Support and Troubleshooting: Support production systems by analyzing and resolving production problems and end-user service requests in a timely manner.
  • SDLC Deliverables: Create essential Software Development Lifecycle (SDLC) deliverables, including functional and technical specifications, use cases, test cases, and comprehensive system documentation.
  • Web Design and Coding: Design, code, test, and modify responsive, visually appealing, and accessible websites that adhere to functional and technical designs.
  • Stakeholder Collaboration: Engage with business analysts, stakeholders, and development teams to understand functional requirements and implement user stories to meet overall product goals.
  • Continuous Improvement: Participate in continuous improvement activities by identifying and implementing enhancements and fixes for processes and systems.
  • Quality Assurance and Testing: Develop and execute comprehensive system test plans, conditions, and scripts. Perform unit and system testing to debug and resolve defects, ensuring the high quality of all application changes.
  • Standards and Project Management: Maintain business systems standards by applying project management methods and tools. Manage technical documentation for policies, procedures, and standard work checklists.
  • Resource and Vendor Coordination: Work with project resources, including procurement and vendors, to ensure project health and define requirements within agile frameworks like sprints and backlogs.
  • Training and Community Leadership: Provide training and documentation to stakeholders and lead the State of Arizona Drupal community meetups to ensure product alignment.
  • Strategic Advising: Monitor and advise program managers and agency leadership on best practices while reporting on project tasks, milestones, and deliverables.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Responsive and Accessible Web Design: Experience designing and developing visually appealing websites that meet accessibility standards.
  • Debugging Tools: Comfort working with tools such as Chrome Inspector, Firebug, and other browser-based developer utilities.
  • Enterprise Drupal Architecture: Ability to design enterprise-level solutions, including complex data structures, display settings, and information architecture.
  • Advanced Site-Building: Deep familiarity with core Drupal modules, including CTools, Views, and Layout Builder.
  • Custom Development: Experience creating custom Drupal modules from scratch.
  • Front-End Fluency: Proficiency in building responsive sites using Drupal CMS, HTML/HTML5, CSS/CSS3, Sass, Twig, and JavaScript/jQuery.
  • Back-End & Theming: Knowledge of PHP, Symfony, PHP files, theme functions, and the Drupal theme layer.
  • Software Development Lifecycle (SDLC): Thorough knowledge of requirements, design, development, and testing, with practical exposure to Agile methodologies.

Selective Preference(s):
  • The ideal candidate will have a bachelor's degree and 5+ years in a Drupal development role utilizing established processes/protocols.
  • Experience in building Drupal based websites.
  • Thorough knowledge of Pantheon architecture and supporting tools.
  • Github development experience.
  • Knowledge of continuous integration, specifically with CirlceCI.
