Job Summary:

The Workforce Administrator leads the Workforce team and serves the state of Arizona as a highly visible leader providing direction to Arizona’s public workforce development system.

This position provides oversight to a large and complex customer-focused service delivery network serving as a leader amongst leaders from multiple state agencies and local government units. This position also guides the state’s federally-funded public workforce system that encompasses 6 core federal workforce programs, 5 state agencies, 12 local workforce areas (comprised of local government units), 47 physical job centers, and numerous workforce partners and training providers and that serve workers and businesses throughout Arizona.

The Workforce Administrator will focus on overseeing development, coordination and planning of strategic workforce policies, partnerships, initiatives, and investments, the Workforce Administrator works to implement the Governor’s strategic vision for an effective workforce system by overseeing the State Workforce Board (the Workforce Arizona Council) and coordinating with the Arizona’s public workforce system (ARIZONA@WORK).

The position is also responsible for aligning the state’s workforce development system with state economic development and education priorities by leading the Arizona Commerce Authority (the state’s leading economic development agency) workforce strategy, and statewide employment and training initiatives that support the needs of Arizona’s workers and businesses.

Job Duties:

Implement Governor’s Strategic Vision for the State’s Workforce System

• Under the direction of the Director of the Office of Economic Opportunity, serve as advisor and guide to the Office of the Governor on strategic workforce policy and strategic workforce investments subject to federal and state mandates. Represent the State as lead on federal initiatives and provide policy recommendations to inform decision-making

• Lead the State Workforce Development Board (appointed by the Governor) and Council staff in strategic planning and execution in carrying out federal mandates including, but not limited to, funding investments, State Plan development and implementation, oversight and accountability, technology innovation, and continuous improvements

• Develop and implement statewide employment and training initiatives and pilot projects supported by the Governor’s office, including management of grant activities and staff

• Frequently represent the state agency and Governor’s Office at various speaking engagements and stakeholder convenings. Prepare and present reports to state leaders and elected officials

• Responsible for workforce coordination and planning of federal, state, and local workforce partners across government agencies, educational institutions, local government units and community partners

Lead workforce development under State’s economic development priorities as established by the Arizona Commerce Authority

• Support Arizona’s growing economy and population by shaping workforce strategies that create a future workforce capable of supporting job creation, wage growth, capital investments, and entrepreneurial activity

• Serve on Arizona’s curated team of experts on high profile projects. Communicate Arizona’s workforce strength in bid proposals and client meetings

• Serve as clients’ primary point of contact throughout the recruitment and hiring process, engaging workforce strategy consultants to provide customized support

• Align and coordinate partners from Arizona’s top-ranked universities, community colleges, technical training providers, and the business community to advance economic development strategies through training initiatives and produce highly skilled talent in targeted industries for the business community

• Integrate statewide workforce resources and workforce experts into the state’s “value proposition” to support business attraction, expansion, and creation projects

• Manage a team of workforce strategy consultants who provide direct workforce support services to new and existing clients

• Serve as a member of the agency’s senior leadership team

• Other related duties as assigned

Knowledge:

• Federal Regulations and Laws (Workforce Innovation and Opportunity Act), Federal and State Budget and Legislative Processes, Federal and State Workforce Programs, State Workforce Development System (ARIZONA@WORK), Workforce and Economic Development (i.e Business Engagement, Sector Strategies, Job-Training), Arizona Education System (Public and Private)

Selective Preference(s):

• At least 10 years of progressive work experience in workforce, economic development, education or related field and managing complex systems

• Experience working with a local board, commission, or council charged with oversight of a federal or comparably regulated program

• Experience working with local, state, and/or national workforce entities

• Bachelor’s Degree, Graduate Degree (preferred)

Pre-Employment Requirements:

• Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

• Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment
