Job Summary:

The Workforce Development Program Manager advances workforce development initiatives aimed at building a skilled, and sustainable workforce. This position collaborates with small businesses, engage with employers within the highway Architecture, Engineering, and Construction (AEC) industry, and foster partnerships with ADOT's community organizations to identify workforce and training needs. This position will develop community partnerships and cooperative agreements with contractors, apprenticeship programs, community colleges and other workforce development organizations to recruit, train and employ program participants throughout the state.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Implement and manage workforce development initiatives and programs to meet the needs of the industry and community stakeholders in the highway construction industry. Enroll and follow up with students to complete OSHA 10 and Flagger online courses. Initiate, identify and work with key stakeholders who can provide and coordinate training curriculum needs and delivery, participant recruitments.

Participate in industry engagements with local communities to raise awareness regarding workforce issues, share resources, creating a supportive environment for workforce development. Lead outreach initiatives and promote workforce development programs to potential participants across Arizona, attend various outreach events, conferences, workshops, classrooms, and training sessions.

Oversee budget planning and allocation for workforce development programs throughout the year, ensuring efficient use of resources and compliance with contracts and funding requirements.

Selective Preference(s):

Two years or more of professional experience in working with small businesses, or teaching adult learners, or establishing workforce strategies and forming coalitions. Possess working knowledge or familiarity with FHWA, FTA, FAA, DBE, OJT requirements. Experience working in civil rights, affirmative action, equal employment opportunity, small business, transportation, heavy civil constructions, workforce development, apprenticeship, teaching, or other federal program management.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
